League Rules

Official Rules (Last Revised July 23, 1999)

1. Draft Day
   • All scoring and rule changes must be voted on during the annual draft. Rules can only be changed on this day.
   • The franchise purchase price for this league is US 50.00 dollars. A 25.00 dollar holding fee will be required to establish your draft order with the remaining money due at least 24 hours before the draft begins. All deposits are non-refundable. (We can accept weekly payments as soon as you know you are interested in playing.)
   • Each team will draft to fill a 17 spot roster. You may fill your roster as you like but you must start the proper line-up each week. You also will have a salary cap of 150.00 dollars. Your entire roster must fit within this cap. Player values will be based on what is posted in the player salary sections. The value of a player at the start of the season remains the same throughout the year regardless of how they perform. The salary cap will remain in place all year so keep this in mind while trading or replacing players. If a player is not valued at the beginning of the season he will be available for 5.00 dollars.
   • Starting line-ups will be as follows:

     QB	1
     RB	2
     WR	2
     TE	1
     K	1
     Def Team	1

   • Draft order will be established by lottery two weeks prior to the start of the draft. Team names will be drawn from a hat in descending order until the first pick is determined. This will be the first-round selection order. The second round and all subsequent even-numbered rounds will be reverse of the first round order, Rounds 3, 5, 7, etc., will follow the order of round 1.
   • There will be no trading of draft picks on draft day !!! It would just be too much of a headache for the commissioner.
   • A one-minute time limit between selections will be enforced throughout each of the draft's 17 rounds. At any time throughout the draft the commissioner can call an "Official Timeout" to explain a rule or to gain order.
   • When time expires, that owner will be skipped and will have to make up the selection at the end of the draft.
   • If a player on injured reserve is drafted, it is assumed that the fantasy team owner is aware of this. If a player is drafted that is not on a NFL team (i.e. retired, cut, dead, non-existent), he cannot be replaced until the conclusion of the draft. This is known as the "I'm a Rock" rule. In other words, do your homework and try not to look like a goof ball.
   • Owners must refrain from mentioning available players while other teams are drafting. Associate Commissioner Tagliabue will not be present for the draft. He will, however, be available for draft rulings and interpretations via helmet-phone.
2. Scoring Rules

   QB's, RB's, WR's and TE's will all use the following scoring system:

3. Free Agent Acquisitions
   • Each team is allowed as many free agent acquisitions as they desire up until roster submission deadline.
   • There will be A 1.00 dollar fee for free agent acquisitions.
   • A list of players claimed and waived will be provided at this site. This will be updated on a weekly basis (usually on Thursday night). There are no limitations set on free agent acquisitions as long as rosters are "complete" upon submission.
   • Free Agent acquisitions are a first come first serve basis. Requests for free agent acquisitions must be made via email or written request form.
4. Trades
   • Trades are allowed for the first ten weeks of the season. Salary cap remains in effect at all times!
   • There will be a 1.00 dollar fee (per team involved) for all trade transactions.
   • Owners will be responsible for knowing or finding out the condition of players they are putting on their starting rosters, drafting, trading, or acquiring as a free agent, etc. In general: "buyer beware."
   • Team owners must contact each other regarding trades. Once a trade is agreed upon, both owners must email the trade to the Commissioner. Trade requests are not complete until Commissioner receives email from both owners.
   • The Commissioner will present all trades to the league via e-mail. Team owners then will have 24 hours from time of email to object to trade. (Note: It is impossible for a trade to go through hours before weekly roster lineups are due. Trades must be on the table for 24 hours to allow other teams to object.)
     1. Objections to trade must be presented to the Commissioner including reason.
     2. Any trade that is challenged will then be subject to league vote.
   • No "player to be named later" trades will be accepted.
   • If a trade leaves you with more than 17 active players, you must drop a player to keep integrity of the rosters. If you are interested in shopping around one or more of your players, or you are looking for a trade, our web page will have info on available players.
   • No trades will be allowed after the Week 10 line-up deadline. Any attempt to stack teams will disqualify owners involved and result in a hearing with Associate Commissioner Tagliabue, Judge Wapner, and Judge Judy.
   • Players dropped during the playoffs may not be claimed.
5. League Structure (Subject to change according to number of teams actually playing)
   • There will be a 12-team league made of 3 divisions Tower, Radar, and FAA. Each division will have 4 teams.
   • You will draw the division you will be placed in when you draw your draft order. There will be no changes made to the division you are assigned to.
   • Weekly match-ups will be determined by the software we use and will be placed on the web site as soon as possible.
6. Weekly Play
   • The actual performance of your NFL players generates the points for your team. Points are recorded for all your players, but only the points scored by your starting lineup count towards your weekly total. Your total points give you your score. Highest score wins.
   • Weekly results will be posted as soon as possible but no later than Tuesday night each week (equipment permitting). Tentative results will be sent via e-mail on Monday mornings if I have the stats in time.
   • Each owner must submit an eight player game line-up before kickoff of the first Sunday game.
   • In the Case of a Thursday or Saturday night game the roster must be submitted on Thursday by 1600. It is not the commissioner's responsibility to inform you when a Thursday night game is being played.
   • Rosters will be submitted via email or by hand.
   • In the event that you are unable to submit your lineup via Internet you may call it in to the Commissioner at 872-9635 or (emergency only 918-3355). The same time requirements still apply.
   • If no line up is provided by the set deadlines the previous week's lineup is used.
   • A player will be limited to starting at the position at which the NFL designates him.

     (For example, you can't start Brett Favre in one of your running back positions).

   • It is each owner's responsibility to check the week's schedule. Remember to check the schedule. The NFL season is 17 weeks long; therefore each NFL team has one bye week.
   • The Commish will not comment on submitted line-ups (i.e. The Commissioner will not tell you that the Cowboys are off, even though you are starting Troy Aikman or that Michael Irvin was arrested the week before or that you're being just plain stupid).
   • Once a starting lineup has been submitted, it can still be changed up until the cut-off time for starting lineup being due.
7. Playoff Schedule (subject to change based on number of teams)
   • The playoffs begin in the 14^th week of the NFL season.
   • All division leaders make the playoffs.
   • Of the remaining teams (regardless of division), the one team with the best record will be the wild card team and be entered into the playoffs.
   • All Teams will then be ranked and the highest ranked division winner will play the wild card team. The other two division winners will play each other.
   • The two winning teams will play in the Super Bowl and the two losing teams will play for 3r^d place.
     1. If two or more teams are tied with the same overall record the following system will be used
        1. Head to head record
        2. Division record
        3. Total season points scored
   • If two teams have a tie score after their starting lineup points are calculated the following system will be used.
     1. Total roster points.
     2. Head to head record.
     3. Overall record.
     4. Total season points scored.
8. Payoff
   • (These amounts are based on a 12 team league and subject to change based on actual number of teams playing but will be set at the time of the draft)
   • Highest total points for season will receive 25 dollars
   • 3^rd place receives 50 dollars
   • Super Bowl Runner up receives 150 dollars
   • Super Bowl Winner receives 300 dollars

   (The league software will cost about 65.00 dollars (maybe less since I'm a repeat customer). Free agent money will be used to fund a Super Bowl party (16^th week of the season). We may even buy a small trophy to be presented to the Super Bowl winner each year! (will be voted on at the draft.

9. The Commissioner
   • The official, final source of statistical information will be NFL.com
   • Any player whose position changes or is in question will be adjudicated by league vote.
   • The Commissioner has the authority to make decisions in the best interest of the league. Since the Commissioner is a team owner, all decisions directly affecting any team will be voted on by the entire league.
   • Any conflicts or concerns should be immediately reported to the Commissioner and if necessary will be resolved through league vote.
   • The Commissioner reserves the right to publicly humiliate the owners through the web site, the weekly stat sheets and e-mails. Complaining about being picked on will only result in a more scathing assault in response.
   • The Commish reserves the right to cower from public criticism under the guise of "executive privilege."

These player salaries will remain in effect for the entire season regardless of actual performance.

• Salaries listed are in US dollars. The league salary cap is 150.00 dollars.
• Any player not listed on these pages and ALL rookies will cost 5.00 dollars.
• The salaries were computed as follows:
  • I applied our league scoring system to the last three seasons' statistics.
  • Total fantasy points were then divided by the number of games played.
    • I then converted the avg. points per game into a dollar value (ex. Brett Favre avgs 21.05 fantasy PPG, therefore his salary is 21.05 dollars.)
