RECORD OF SERVICE: Commissioned 2nd lieutenant upon enlisting 02 Jun 1861 at Luray in Company K ("Page Volunteers"), 10th Virginia Infantry. Absent sick 29 Sep 1861 - 17 Nov 1861. Elected captain 23 Apr 1862. Wounded in the right foot on 8 May 1862 at the Battle of McDowell. Returned to duty Oct 1862. Detailed as conscription officer Jan 1863; enrolling officer, Page Co. by order of the Secretary of War, 1863. Resigned 25 Feb 1864.
POSTWAR NOTE: From the Page News & Courier, 08 Oct 1940 - "Capt. Richard S. Parks was a leading lawyer and citizen of Luray, having come here from Rappahannock when a young man. He married Miss Elizabeth Grayson, daughter of Eld. B.F. Grayson. There were two children born to them. Mrs. Frank (Sue) Berry and Mrs. E.S. (Emma) Morris, of Atlanta. Capt. Parks entered the Civil War as a 2nd lieutenant of Co. K, 10th Virginia Infantry. In 1862 he was appointed Captain. He was wounded in May, 1862 at McDowell. After the war, he practiced law in Luray. he represented Page in the House of Delegates a number of times and was known throughout Virginia for the eloquence and masterly brain."
