Each franchise owner will also have the
opportunity to make roster changes (trades, free-agency signings, or waiver
selections/placements). A small transaction
fee of .25 units will be imposed for each roster change.
Franchise owners will accumulate points as a
result of the performance of the players selected as "starters" by
the franchise owner each week of the FFL season.
The 2000 NFL season is comprised of 17
weeks. The first 13 weeks will comprise
of head to head competition between franchises. Weeks 14 through 17 will comprise of a tournament, where all
teams are seeded based on their won/loss records over the first 13 weeks of the
season.
(Tiebreaker is head-to-head W/L, head-to-head
point totals, card draw)
Franchises with the high point total for any
given week from week 1 through 13 receive 4 units plus any roster change units
for that week. For weeks 14 through 17,
any team that is still in the tournament with the high point total for that
week, will receive 4 units and roster change units.
The franchise scoring the most total points for
weeks 1 through 7 will receive 10 units.
The franchise scoring the most total points for weeks 8 through 13 will
receive 10 units. The franchise with
the best won/loss record over the first 13 weeks will receive 20 units. (Tiebreaker is head-to-head W/L,
head-to-head point totals, card draw)
The Franchise with the most points scored against it for weeks 1 - 13
will receive 5 units.
During the tournament, round 1 winners and teams
receiving byes will be awarded 2 units, round 2 winners will receive 4 units,
round 3 winners will receive 7 units and the winner of round 4 will receive 25
units. 13.5 units will be required for
the usage of an FFL software package for the 1999 season.
A total of 250 units will be collected the night
of the draft (25 per FFL Franchise).
Franchise owners will draft and control a team
comprised of 16 members or "players". Position assignments listed in USA Today's final roster
on Friday, September 1st will be considered absolute for the entire
season unless USA Today also lists a change during the course of the
season. Vague or conflicting position
assignments will be reviewed by a vote of the entire league.

Each week, prior to 12:00PM Friday (or
Wednesday, when the week's schedule begins on Thursday), franchise owners will
file a scorecard designating eight (8) starting "players".
The scorecard must be received by the
commissioner at the above-mentioned deadlines.
If the commissioner is not available to receive the scorecard
physically, he will appoint a replacement to receive the scorecards. If this method cannot be followed,
scorecards may be verbally submitted or by electronic means that are
time-stamped.
Each franchise's starting lineup designations
are final once the scorecard has been submitted, except for the following
special circumstances:
¨
one "starter" change can be made as
outlined in the INJURIES section,
¨
death of a player,
¨
disabling injury to a player whose injury status
is ACTIVE,
¨
hospital/clinic admittance due to chemical
substance abuse and/or previously undiscovered/unknown illness,
¨
the player is traded or waived by his NFL team.
The circumstance described above must occur
between 12:00PM Friday (or Wednesday) and 12:00PM Sunday (or 11:30AM Thurs or
Sat). All times are CST. The affected
franchise must notify the league office inside this time window in order to
change his/her starting lineup.
Should a franchise owner fail to submit a
scorecard before the deadline, the previous week's scorecard will remain in
effect for the current week's games.
The previous week's scorecard will be unadjusted (i.e. injured players,
team's week off, etc).

The official publication for determining scoring
will be the FFLM software package.
This section outlines the rules governing
adjustment of franchise rosters during the FFL season.
¨ All
roster changes must be completed by the scorecard submission deadlines! NONE will be accepted after the
deadline!
¨ Any
player officially on a roster is eligible to "start" in that week's
games.
¨ One
change to a franchise's starting lineup may be made after the scorecard submission
deadline or once a lineup has been submitted – this is outlined in the injury
section.
¨ Any
roster change will result in a transaction fee of .25 units.
¨ There
will be no trades or waiver selections following the games of week 13.
¨ Players
dropped from a team after week 13 will be free agents.
¨ Any
disputes regarding roster changes will be settled as outlined in the Dispute
Resolutions section.
a. When
a franchise releases or cuts one of their roster players, that player is placed
on the waiver wire.
b. A
player must clear waivers before he is eligible to be signed by any franchise.
c. A
player automatically clears waivers one week following being placed on
waivers. For example, Steve Young is
released by a franchise on a week 4 scorecard, Steve can not be picked up by
anyone for week 4 action, however any franchise may attempt to sign Steve for
play during week 5 of the season because he has cleared waivers.
d. Upon
successful signing of a player that has cleared waivers, a franchise must waive
another player from their roster.
e. The
selection order for signing players that have cleared waivers is determined by
the reverse order of the overall point standings of franchise teams. e.g.
During week 7, franchises 1, 6, and 9 are all trying to sign ace quarterback
Rick Mirer of the San Francisco 49’ers.
Overall point totals for these franchises are: 1 = 673, 6 = 825, and 9 =
671. Therefore, franchise 9 signs Rick because they have the lowest overall
point total of the competing franchises.
f.
Franchises must indicate to the league office,
by scorecard submission deadlines, whether they will be attempting to sign any
players that have cleared waivers, or whether they will be waiving any players.
a. Free
Agents are those players who are NOT
currently on any franchise roster, are NOT
on the waiver wire, or have cleared waivers but have not been signed by a
franchise.
b. Franchises
must indicate to the league office, by scorecard submission deadlines, whether
they will be attempting to sign any free agents.
c. Should
two or more franchises want to sign a particular player, a random drawing will
be held to determine the signing franchise.
a. Franchise
owners are free to structure trades in any manner with the following
exceptions:
1. No
loaning of players is allowed (i.e. one
week trades)
2. No
monetary inducements will be allowed
3. Franchises
must indicate to the league office, by scorecard submission deadlines, whether
any trades have taken place.
¨ Injuries
occurring prior to scorecard submission deadlines:
Should a franchise
owner discover that he does not have enough players to field a full team, he
may select a replacement player as outlined in the section entitled "Roster
Changes".
¨ Injuries
occurring AFTER the scorecard
submission deadlines and BEFORE the
start of the weeks games:
Should a franchise
owner discover that he does not have enough players to field a full team, they
must play short-handed; see the “Lineups” section for exceptions.
One change can be made to a scorecard after the submission deadline by
contacting the league office via "time-stamped" means or by direct
contact. The change must occur by game time that the newly activated player
will be playing or at the latest by 12:00PM CST on Sunday.
The NFL requires each team to submit an injury
status list for the week's games by 5:00PM Thursday. This list is published every Friday in the USA Today and will be
deemed controlling in the event of dispute.
Please note that active players and players placed on the injured
reserved list in the past weeks will NOT
appear in the weekly list.
¨ ACTIVE - The player is available to play.
¨ PROBABLE - There is a 75% chance the player will play.
¨ QUESTIONABLE - There is a 50% chance the player will
play.
¨ DOUBTFUL - There is a 25% chance the player will play.
¨ INACTIVE/OUT - The player is unable to play.
Disputes between any number of franchise owners
will be judged by all of the uninvolved franchise owners (one vote per
franchise). Disputants will present
their cases to the uninvolved owners and these owners will vote on the issue(s)
presented. A simple majority will
decide the issue(s). If a deadlock
results, the commissioner will decide.
Franchise owners are free to operate their
franchise in any manner they wish as long as official league rules are
upheld. Any number of persons may
comprise a franchise. Each franchise
must designate an individual to convey the decisions of that franchise to the
league office on all matters.
Should a franchise be unable or unwilling to
continue full participation in the league, the league office shall offer the franchise
to any individual, giving preference to those owners who are part of multiple
ownership franchises and wishes to operate a franchise individually. The league office shall be free to offer any
inducements reasonable to secure new ownership except waiver of all transaction
fees for the year. All existing
franchises are required to maintain the cost of the failed franchise until new
ownership is secured. The new franchise
owner will be required to bring all past debts of the acquired franchise current
by the first scorecard submission deadline subsequent to the acquisition.
The following procedure will be used in
submitting a scorecard for a "failed" franchise during the search for
new ownership. The commissioner and
assistant commissioner will be responsible for submitting the scorecard. Where there is no injury, the previous
week's scorecard will be in effect.
Where there are injuries, if the injury status of any of the
"starters" is QUESTIONABLE
or worse, then the commissioner will insert the remaining roster player into
the starting lineup. If there are two
or more players to choose from reserves, the player with the better season
stats is inserted. If the franchise
needs to sign free agents in order to field a team because of injuries, the
commissioner or assistant commissioner shall select the free agent who has the
highest FFL point total that is available.
The draft is the single most important aspect of
the season. Franchises should be
sufficiently prepared (there are several books and magazines devoted to fantasy
football participants) to draft a team.
This preparation will not only enhance the overall team strength, but
also decrease the length of the draft.
The draft will consist of sixteen (16)
rounds. Franchise owners must abide by
the positional limits set under Section 1 when making their draft
selections. A number will be assigned
to each franchise by virtue of choosing playing cards. The order of the draw will be based on the
point totals as of Week 13, starting with the team with the lowest total
points. The “Grand Champion” will
automatically get the last selection.
This number will determine:
¨ the
division placement of a franchise (ByteHeads(1-5) or Poindexters(6-10))
¨ the
draft position the franchise will occupy.
Franchises are free to trade draft choices and
players before and during the draft at the normal trade fee. Each franchise will have three (3) minutes
to draft one "player" in the first eight (8) rounds, and one (1)
minute per round thereafter.
Franchise fees (25 units) will be due at the
time of the draft.
