Thanks to Casey for graciously hosting the 2009 draft – thought it worked out well and we managed to finish in a reasonable amount of time.  Just as last year, lots of money left on the table (well at least with Joe and Jay).

Kanes (1st) and Boarders (2nd) take the first weekly wins of the year.t weekly win of the 2008 season, edging out the Hanks.

 

2008 Rule Changes:

·         Rule change #1:  Rule #3 from 2006 is rescinded.  There will be no additional players drafted for a Reserve Pool.  Rather, any owner could elect (by paying a $10 transaction fee) to dump any player from his team before the All-Star game.  The replacement player would have a salary of $2.50.  Pickups would be by reverse order of last week's standings.  If an owner lower in the standings wanted the same player as a "normal" free agent pickup (for injury, player demoted to minors, traded to AL, etc), they would get him as they were lower in the standings.  Any player picked up in this manner could not be waived until after the All Star game (but they can be reserved if they get put on the DL, go to the minors, etc).

2006 Rule Changes:

·         Rule change #1:  from now on, starting Sept 1, pickups will be on a round by round basis, similar to what is done after the draft for picking up injured players.  Lowest team gets their 1st pick, then next owner up would get theirs, etc.  This replaces the previous rule whereby lowest owner in the standings got all of their picks and moving up from there.

·         Rule change #2:  a Farm team player's first year salary will be $0.50, no matter when he is brought up.  The second year the salary becomes $1.00 and stays there until his contract is up (or his contract is extended whereby it would become 1.50, 2.00, etc dependent upon the number of years it was extended).  There will be NO penalty for waiving a Farm team player that was brought up.

·         Rule change #3:  A couple of years ago, we put in the rule that allows two $10 moves that can be made in the 1st half of the year (prior to the All-Star break).  They allow you to break the tie-in between a reserved player and his replacement.  It is generally agreed that this was a good thing.  However, your team has to have an injury (or demotion) in order to take advantage of this rule.  It doesn't help you if all your players remain healthy (if not productive).

o    The proposed rule is for each team to pick an additional 2 players at the end of the draft.  These players would be in addition to the 23 players drafted (using your $26).  These additional players would be picked based on reverse order of last season's standings (no bidding) after the draft but prior to the Minor league draft and injury replacement process.  These players would be part of your team but would be initially reserved with a salary of $1.00.  For purposes of this rule, these players shall be referred to as each team's Reserve Pool.

o    At any point during the first half of the year (prior to the All-Star break), you could waive or reserve an active player on your roster and replace him with one from your Reserve Pool.  Or, if an active player on your roster gets put on the DL, sent to the minors, or traded to the AL, you could also reserve that player and activate one from your Reserve Pool (instead of picking up someone from the free agent pool). 

o    Position eligibility must be maintained at all times.  Players in a Reserve Pool and currently reserved cannot be replaced if injured, sent to the minors, or traded to the AL. A standard transaction fee of $2.50 will be charged for each move made concerning your Reserve Pool. 

o    Reserve Pool players are not tied to anyone.  I.E. Let's say you start the year with Joe Blow on your active roster and John Smith in your Reserve Pool.  Joe Blow is doing squat so you reserve him and activate John Smith.  If you want to bring Joe Blow back, you can activate him and waive another player, or John Smith, your choice - only restriction is position eligibility must be maintained at all times.

o    The purpose of this rule is to allow some roster flexibility during the first half of the year even if no one on your team gets hurt.  It should also add a few more tokens into the pot. 

2004 Rule Change:

·         Traditionally, any free agent picked up during the 1st half of the year to replace a reserved player, is tied to that player.  When the reserved player comes back, the owner must either waive the player originally taken to replace that player, or move that player into a natural opening on his roster.  New rule allows each team two moves whereby they can break this “tie-in” and activate the reserved player but keep the free agent, as long as players meet team position requirements.  The cost of the first move is $10 – the 2nd move will cost $20, each being put into this year’s kitty.  These moves are not tradable and become null and void after the All-Star break.

  2001 Rule Change:

·         Right now, if you have someone on the DL, you can only activate him after he has been activated at the ML level and then only by noon on Tuesday for our league. i.e. if your guy comes back on Wednesday, you essentially have to wait until the following Tuesday to activate him. Rule change is to allow activation of someone on your reserved list as soon as they become active. i.e. your guy gets activated Wednesday morning, you can activate him by Wednesday noon (or Thursday noon, Friday noon. etc.) - bottom line you don't have to wait until the following Tuesday.

·         To prevent arguments of when someone is actually activated by their ML team (and moreover to prevent the Commissioner from having to constantly check on these activations), this rule will also work like this: If you call in and say you heard that Jose Rijo is definitely going to be activated today (or even tomorrow or 2 days from now), I will go ahead and activate him for you and waive or reserve whoever is in front of them. If it turns out your source was incorrect (USA Today, Baseball Weekly, your grandmother - doesn't matter) and Jose does NOT get activated - tough, you're stuck with him. Not only that, he is frozen on your roster until he actually does get activated. If he never comes back, tough, you've still got him. This will hopefully prevent owners from misuse of the rule.

·         Note that this does not have anything to do with reserving a player and picking another up - these will still only be done by noon on Tuesdays.

2000 Rule Changes:

    • An in-season salary cap was agreed upon. At no time can your active roster's total salary drop below $18 or go above $35 (down from $45 last year) prior to the trading deadline. This is a hard cap - meaning NO exceptions - none, zip, nada.

1999 Rule Changes:

    • Fifth place will now receive tokens (1st=45%, 2nd=25%, 3rd=15%, 4th=10%, 5th=5%).
    • The utility slot can now be occupied by a hitter or pitcher - owner's choice.
    • The effective date of a trade can now be made the next day at noon, rather than the first Tuesday at noon. This requires both owners' agreement.
