AUCTION/DRAFT DAY

A National League player auction/draft is normally scheduled on either Saturday/Sunday before the season begins or following opening day. Each owner must complete a team of 23 players (1999 - 24 players | 1998 - 25 players and prior to this time was 23 players) at a cost not to exceed $260.00 (1999 - $271.00 | 1998 - $282.00 and prior to this time $260.00).

Preceding year's winner will have the honour of casting out the first player's name to be bid upon. Subsequent calling of player's name will be in a clockwise order.

The owner who brings a player up for bidding automatically bids $1.00 on that player (unless they state that their starting the bid at a higher price). Only one player may be up for bidding at a time. Players who begin the season on the major league disabled/suspension list are NOT eligible to be drafted (changed in 1996 due to new Unlimited Free Agency rules).

No team may bid for a player who does not fill an open roster position.

No team may bid for a player it cannot afford. Monies must be available to fill every open position with at least $1.00.

FROZEN ROSTERS - usually one full week before the start of the season - Sunday evening. All owners must report to the league commissioner those players that they wish to freeze for the upcoming season (maximum is decided by number of owners in the league). The commissioner will update each team's roster by Monday evening (giving each owner about 2 weeks to review every player available in the auction/draft).

YEAR END AWARDS PARTY - the league commissioner and any interested owner(s) will chose a site and inform all owners/potential new owners. Usually the second Saturday or Sunday afternoon after the end of the season.

TRANSACTIONS - The deadline for reporting each week's transactions is MONDAY 21:00 (Pacific standard time).

TRADES - The last date for trades during the year is the closest reporting deadline to September 1.

FEE SCHEDULES

Every team is responsible to have their account balance always paid-up in full. If your account balance falls below $ -20.00 (2001), owner will NOT be allowed to participate in any UFA transactions until such time as the account balance exceeds this minimum.

All fees except the initial team purchase ($60.00) are accumulated throughtout the year and will be used to fund the YEAR-END AWARDS party for the benefit of all existing and next year's new owners.

Initial team purchase is $60.00 ($50 towards awards budget and $10 for internet stat service) payable by Super Bowl Sunday (for existing owners) or at the previous year-end party (for new owners) or as soon as they join. Full amount of the awards budget is divided by the winning teams as follows:

12 owners - (first place--46.5%; second place--23.5%; third place--15%; fourth place--10%; fifth place--5%).
09-11 owners - (first place--50%; second place--25%; third place--15%; fourth place--10%).
Less than 09 owners - (first place--60%; second place--25%; third place--15%).

Trade transactions - $1.00 per owner per week regardless of the number of players involved.

Reserve list - $1.00 each time a player is reserved.

Activation - $1.00 for each player re-activated.

Waivers - $1.00 per player claimed on waivers (limit of one per week).

September expansion - $5.00 (limit one player).

Unlimited Free Agency - 10% of bidded salary (always rounded up to the nearest whole dollar - minimum fee is $2.00). Failure to keep at UFA player whose salary is greater than $25.00 the following year is 50% of the salary amount.

Dropping a LTC Player - 50% of the remaining salary amount.

Failure to submit frozen roster in on time - $10 per day with a max of 5 days. If longer than that the whole team is placed back into the draft.

FROZEN ROSTERS

By a mutually agreed upon date each owner is allowed to keep a maximum number of players from the previous year's roster. Players that are either in active or reserved status are the only players that an owner may consider to be frozen.

Beginning in 2005, any new owner to the league (where no existing team is available) may select players from the free-agent pool (no AL player transfers or NL players not previously on a roster allowed). The number of players available will be equal to 1/2 the number or 50% (rounded down) that existing owners will be allowed to keep. The salaries of these players will be their prior year salary. The contract status of these players will be OPTION year of the next year.

Failure to turn in frozen roster by the specified date will result in a fine of $10 per day late with a max of 5 days. If roster is not turned in by then - the complete roster will be returned to the auction/draft.

Failure to keep a player acquired by UFA in the previous year whose salary is greater than $25.00 (status will be FRZ) will result in a fine of one-half the remaining salary amount.

If a player is frozen and does NOT make the opening day 25 man roster - he may NOT be kept and CAN be replaced within the auction process - no penalty is accessed.
If a player is frozen and does make the opening day 25 man roster but is on the official DL - he cannot be replaced until the following Monday via a UFA transaction (after being reserved or released).

2008 - NOTIFIED EVERYONE of a commissioner error and it was agreed that we can keep a max of 13 players for this year only.

Frozen roster size is determined by the number of owners:

12 owners will be able to freeze a maximum of 10 players.
11 owners will be able to freeze a maximum of 11 players.
10 owners will be able to freeze a maximum of 12 players.
Less than 10 owners - able to freeze a maximum of 12 players.

LONG TERM CONTRACTS (LTC)

A player who has been under contract at the same salary (without having been re-purchased in a subsequent draft for the same salary) during two (2) consecutive seasons must, prior to the freezing of rosters in his third (OPTION YEAR) be:

If released, the player returns to the free-agent pool and becomes available to the highest bidder at the next auction/draft.

If traded, the new owner assumes the current contract status associated with the player and may offer a Long Term Contract or play the current year at the same salary.

If signed at the same salary for the option year, the player MUST be released back into the free-agent pool at the end of that season.

If signed to a guaranteed long-term contract, the player's salary in each year covered by the new contract (commences with the option year) shall be the sum of his current salary plus $5.00 for each additional year beyond the option year. In addition, a signing bonus equal to 10% of the total value of the contract (comencing with the option year) rounded up to the next whole dollar shall be paid into the party fund. A team may sign a player to only one long-term contract, at the end of which he returns to the free-agent pool.

PLAYER NOTIFICATION

The area titled PLAYER NOTIFICATION is the official posting of players that were previously reserved and now have returned to active status. Placement here means that the owner & league has been notified by the commissioner and has one (1) full reporting week to take action.

ALL OWNERS can assist the commissioner and notify him (the commissioner who will then notify the owner and update the PLAYER NOTIFICATION section) of any returns (especially the commissioner's players).

If you are never officially notified by PLAYER NOTIFICATION, you can keep an active player in reserve status for as long as you like.

A player can be re-activated by an owner at any time regardless of the player's actual status.

PLAYER SALARIES

The salary of a player is determined by the time and means of his acquisition and does not change unless the player becomes a free agent or is signed to a long-term contract.

PLAYER TRADES

From the completion of the auction/draft until the trading deadline (see below), teams are free to make trades of any kind, as long as the integrity of the league is not compromised and as long as the rosters of both teams involved reflect the required position requirements by the end of the transaction deadline.

From the day after the regular season ends until the night of the auction-draft, teams are free to make trades of any kind without regards to position distribution. This is the time lower ranked teams could be making 1 for 3 player deals. There is no transacion fee associated with trades made during this timeframe.
If a trade is done after the frozen roster date - no owner may have more than the maximum number of players allowed for that year.

POSITION ELIGIBILITY

A player may be assigned to any position at which he appeared in 20 or more games (major league) in the preceding season. If a player did not appear in 20 games (major league) at a single position, he may be drafted only at the position at which he appeared most frequently.
If a player did not have any major league experience in the previous year, the position will be assigned by using the minor league stats. Once the season begins and after auction-draft day, a player becomes eligible for assignment to any position at which he appears at least once.

Pitchers are assigned either as a reliever or starter based upon the greater number of relief appearances or starts in the preceding season for the auction-draft. Once the season begins and after auction-draft day, a player becomes eligible for assignment to either position that he appears at least once.

ROSTERS

A complete set of team rosters will be updated throughout the season on a weekly basis and will be available at our stat service web site.

2000 - reduce the number of pitchers from ten (10) down to nine (9) for a total of 23 players.
1999 - carry only one utility position on the batting side for a total of 24 players.
1998 - each team will be made up of 25 players (extra batting utility player).

Players must be taken from the active roster of the National League teams only. Each team must always be complete as follows:

5 outfielders
2 catchers
1 first baseman
1 second baseman
1 third baseman
1 shortstop
1 middle infielder (either second or shortstop)
1 corner man (either first or third base)
1 utility man (any non-pitching position)

5 starting pitchers
3 relief pitchers
1 pitcher (either)

SCORING

Began using the standard eight (8) categories: Home Runs, RBIs, Stolen Bases, Batting Average, Wins, Saves, Pitching ERA and Pitching Ratio but major changes done in 2000, 1999 and 1997 (see below). Scores will be assigned as to each owner's position within each category.

Standings score tie breaker is as follows and will be used in the event any owner has the same total points as another (year-end standings and to break weekly UFA ties)

SEPTEMBER CALL-UPS

Beginning on September 1 (or closest reporting date) each year, all owners are eligible to participate in this option. This options allows an owner to expand it's roster for the pennant drive by calling up one (1) additional player from the free-agent pool or it's reserve list.

The order of selection for SCU transactions on duplicate claims is based upon the lowest ranked position on the current reporting date.

The fee for acquiring a September call-up player is $5.00 and the salary is $25.00.

Waiver claims and Unlimited Free Agency transactions take precedent over this type of transaction.

TRANSACTION LOG

A summary of all transactions and associated fees will be kept on-line during the season and will be updated daily. UNLIMITED FREE AGENCY (UFA)

Beginning in baseball year 1996 all owners will be allowed to replace any player on their roster with any player from the free agency pool.
For each year, the free agent budget will begin at $100.00 (except 1996 - budget was $150).

Roster must be complete by the end of the reporting cycle.

The numbers of players that can be acquired in a single week is unlimited. You can not pickup current AAA, AL, DL, WAIVER or on assignment players.

The salary for acquiring a UFA is determined by a silent auction using your free-agent budget balance.
The fee is 10% of the winning bid (rounded up to the nearest whole dollar) with a $2.00 minimum.

A salary greater than $25 requires that the owner keep the player for the following year (will be frozen - status FRZ) or pay a penality of 50% of the remaining salary into the party fund.

When losing a player to the American League during the course of the year, you can get a REFUND to your UFA BALANCE in the amount of their current salary.

WAIVERS

When a player is released (or waived) by an owner to pick-up or replace another player, the player being released (waived) is then available to any other owner as a transaction called WAIVERS. Any interested owner will then submit the waiver request (the player to be picked up from waivers) to the commissioner on the next reporting date along with any other transactions for that week.
An owner may only acquire one (1) waiver player per week. You can not pickup current AAA, AL, DL or on assignment players. Reminder that it is always advisable to make back-up transactions in case your first choice is unavailable.
Multiple waiver requests for the same player will be awarded to the lowest ranked owner as of the end of the previous reporting period.
The fee for a waiver request is $1 and the salary and contract status remain the same.
Players that are considered in WAIVER status will be clearly reported as such on the COMMISSIONER'S MESSAGE section on the commissioner.com website and also in the TRANSACTIONS, WAIVERS section on the GeoCities website.

YEAR-END PARTY

Each year at the end of the baseball season - usually the second Saturday or Sunday in October, the league sponsors a party at a local restaurant. The league will pay for appertizers, dinner, dessert, drinks, tax and tip for all existing owners AND for any new owners that plan on joining for the following year (entry fee must be paid at this time). Spouses and children's cost is also supplemented by the league.
