1.the filing fee for a political canidate can be wavied in
every state for any one that
can't afford the fee per the supreme court of the united states,
case no. 71-6852, lubin vs. panish.
i-guy templeton black was the first to have the
filing fee wavied in ohio and had to file a writ of mandamus in
cuyahoga county common pleas court, case no.86-104005, suing the secretary of state
and the cuyahoga county board of elections, 1-22-86, when i was
a canidate for governor - a few days before the injunctive
relief hearing the secretary of state represenative the attorney
general called and stated they will obey the federal law and
honor my filing fee wavier if i dismiss the law suit and prove
i'm indigent - i stated i agree if they publicize that the fee
can by wavied (also the cuyahga county prosecutor) both enitys
agreed. note: as of this year 1997 - they never publicized the
filing fee can be wavied.
also i had to file another court complaint
of a writ of mandamus, case no. 356571, judge eileen a. gallagher,
on may 29, 1998, aganist the cuyahoga county board of
elections and the director and board members as a independent canidate for state represenative 10th
district because defendants again wouldn' obey said laws on my request to have the filing fee wavied
and again defendants wavied said fee and put me on the ballot
because the wonderful cuyahoge county prosecutor, mrs. jones,
and staff communicated to said defendants that they had to obey
said laws in my court complaint and i requested a consent decree
from the court and prosecutor but since defendants didn't
fight my complaint and obeyed said laws defendants requested a
dismissal and the court granted it but at least the defendants
have a poverty affidavite form that the prosecutors office gave
defendants to use when anyone else request the filing fee be waived.
2.the peddlers license fee at city halls can be wavied in every
city, cost $50.00 to $200.00, when one fills out an affidavit
form as a memeber of a non-profit or religious enity, the form is
located at the city's license dept., this avoids arrest by police
and one can go door to door or sale any thing legal downtown, one
can earn hundreds of dollars a week, and not play victim to lose
of job, welfare or disabliity, etc., which is the the free
enterprise systems foundation.
3.manufactured homes are legal in every state per federal laws,
the 24'x 50' manufactured homes are about $18,000.00, quest
pressured the city of cleveland to obey federal laws by including
the 14'x 70' manufactured homes and rewrite ordinance no.827-85
now no.34-91, and our great ex-councilperson gus frangos, ward 13
thanked us in a letter of 7-5-91, for pressuring the city to obey
federal laws but no fault of gus frangos and a few other council-
persons the corrected said ordinace has yet to pass any city
council action although the city administration-building dept.
has endorsed said ordinance and the city of cleveland, ohio
remains in violation of supreme court, congressional, and hud
laws and " its not justice for all".
the most affordable homes, about $10,000.00 at manufacturers cost
for the 14'by 70', for the homeless, prevent high mortgages,

a law is needed to have sons an daughters to care for their ill mom and dad at home with the help of home health care agencies and community organizations or they pay the nursing home bill-medicaid bills which will help save them from demerit karma and save billions of dollars and over haul the medical system-
nursing homes are mostly a slow torture-experiments death sentence and as the only son ( out of 4 sons and 1 daughter) that
advocates-cares for mother at home and saved mother from being probated by the other sons-daughter and others when they charged mother with being mentally incompetent and wanted mother to ordered by probate court to be put in a so called nursing in 1984-judge donnley of cuyahoga county probate court is a spiritual man and a great judge and ruled that mother could go home. note: when i filed the law suit in federal court c84-3572 i charged the court had no female judges and no female referees (among other charges) and how dare the male system judge my mother - presently 1997 said court has female referees but no judges.

my mother lottie sulzer and deceased stepfather harry
selikowitz-saltsman-sulzer are class members of friedman v. union bank
of switzerland(swiss class action) because of the family's pre
and post holocaust stress syndrom - the nazi's-swiss gold,
eternal thanks to the simon wiesenthal center , cohen, milstein,

holocaust stress syndrome as i have coined; often times harry would

happening again and as proof i have photos of the u.s. mail box
located at starkweather and professor ave.'s cleveland, ohio
44113 and painted on the mail box was many nazi's signs and
"long live the south side" and to this day i'm called " you damm
jew" and other racist names-in the neighborhood and harry's
family was so a fraid of being jewish in america that they
changed their name from selikowitz to sulzer and harry told

may 31, 1994, ed worley, executive director, the cleveland
foodbank, inc., 1557 east 27th st., cleveland, ohio 44114,
re: quest, inc., a religious non-profit community
organization seeking reinstatement into the cleveland foodbank
and usda programs. dear mr. worley: as a person who is well
acquainted with the work of quest, inc., i am writing you urging
the reinstatement of quest into the foodbank and usda programs.
the former executive director, mark armbruster, may have thought
that he was correct in suspending quest, inc. from the foodbank
programs. the truth of the matter is that mr. armbruster
suggested to rev. guy black that he sponsor community groups
into the program, that he receive reimbursement for the food
donated to them, and that rev. black turn over this collected
money to the foodbank as many other member agencies are doing
(according to mr. armbruser). rev. black has a tape of his
conversation with mark armbruster.
nazareth christian fellowship was the only sponsored member
that reimbursed quest, inc. at the rate of $.11 per pound.
nazareth also came to the foodbank premises with quest, inc.
to pick up their food supplies in which mark armbruster and other
employees of the foodbank participated. the other sponsored
members, pilgrim churh, tremont neighborhood opportunity center,
cleveland police dare unit, st. herman's hospitality house,
habitat for humanity, and others (copies of letters attached) did
not reimburse quest, inc., but they were in dire need of food
supplies. quest, inc. is now mainly distributing unprocessed
organic foods, and quest knows that the foodbank receives some
unprocessed whole food and mostly outdated or close to out dated
food, and some damaged food and no organic food and quest is
interested in distributing the unprocessed food to the needy of
the community. mark armbruster and lou ensel are no longer
employed at the foodbank. they both resigned after quest, inc.
complained to the board of trustees and directors, elected
officials, and the media that quest was considering filing legal
action for violation of civil rights, libel and slander, and
fraud in refusing to let quest, inc. participate in the foodbank
programs. the department of human services, tefap division,
after stone walling, that quest, inc. should be in essence
reinstated in the foodbank program to continue its servicing of
community needy of the supplies receiced from usda.
in support of quest, inc., we submit that it is a valid
religious organization, and that it merits support from the
foodbank program for which documetation is enclosed. this same
documentation was included in quest's initail membership request
for continued participation and reinstatement into the
foodbank programs. whatever were the motives of mark armbruster
and lou ensel in sabotaging the relationship of quest, inc. and
the foodbank, quest does not know nor can it surmise. we trust,
however, mr. worley that this is not your intention. quest, inc.
does explain that the said arreaage exists from the donations of
supplies made to the cleveland police dare unit of 6000 "desert
stormmeals", 18,000 mars candy bars, and 5,000 cases of glue for
which quest was not reimbursed. quest, inc. was attempting to
work out a payment plan, or apply for a foodbank grant to
eliminate this arrearage, but mark armbruster suspended quest,
inc. before this could be accomplished. quest, inc. and rev.
guy t. black are industries and extremely dedicated about the
task of distributing food and supplies to the community's needy,
and they are requesting the privilege to continue their work with
the needy, and they are requesting the privilege to continue
their work with the surplus food program of the foodbank and
