The Communist Refoundation Group in Emilia-Romagna was interested, since it was born, in Spring 1995, to the problems made from a deliberation of CIPE, the economic politic italian committee. CIPE decided to turn up the rents of public houses about 30-35%. For CIPE, the rents had to be proportional at the house value instead of the assignee family incomes.
The Region-Council decided to applicate the CIPE deliberation, with a own one. Only three Regions (on twenty) have done that.
For us it's a real counter-reformation. It makes the rents two or three times higher than before. It produces the free market and after that it will be very difficult for poors to find a house to rent.
Those were the reasons why the communists of Emilia-Romagna disagreed with the Region-Council deliberation, and they presented some alternatives documents and resolutions. The right of having a house at a reasonable price, proportionel at family incomes, is for us a basic right for all the people.
At the end of the debate, the "left-center" (PDS, Populars, Democratics, Green) and the "right- center" (Forza Italia, A.N., CCD, CDU) passed the Region-Council deliberation, while Communist Refoundation prepared its own bill.
The communist bill should change the regional law about public housing in opposite direction as regards the Region-Council purposes: the object of communist is to bind the rents at the income of families and not at the market value of the houses.
For us public housing doesn't mean simply public property. It's a way to give to the people satisfaction to a primary needing: the house. It could produce social benefits and it could normalize the rent's market. This way is like the Government politics of several advanced european countries.
TOURISM. THE REGION-COUNCIL'S BILL ABOUT PROVINCIAL ISTITUTION OF TOURISM
The Group of Communist Refondation Party have a negative consideration of the Region-Council's bill, that purpose to reform the A.P.T. (Provincial Institution of the Tourism) giving all the decisional power to the Administrator.
The Communist idea is to form an Institution governed more collectively than that. The political representatives are elected by the people and they have to be more responsible of their choices; this is because they have been elected by the people.
Last summer the Region had been invested by the "Atlanta Gate", a political scandal. The Region lost a lot of money going with a full delegation of people to Atlanta olympic games. The mission was organized by the A.P.T. Administrator, De Bortoli, who, after that, lost his work, while the Assessor, Pieri, gave back the charge of tourism. Do you mean that this story have teached something to someone?
No, of course.
VIO. EMPLOYMENT IMPACT VALUATION. SOON A BILL OF COMMUNIST REFOUNDATION PARTY.
The Region-Council's politics about the work have not the agreement of communists. The decision to give money for some operations that will made uncertain and temporary work, with the immigration of young people from the south, invite criticism also the Syndicate (the labor union/trade-union). Soon the Region-Council will forecast a bill that will have to create employment only giving money to the industries.
We are conviced that it isn't right to give the industries money, because we think that they have had a lot of advantages and a lot of money in these years from the Government. We think that it shoud be right to invest public money in creating more opportunities in socially helpful works or in environment maintenance. The communists of Emilia-Romagna are writing a bill that could create some opportunities like those.
The bill will introduce in proceedings on public budget of an "employment impact valuation".
Concering decisions in public expenses the Public Body have some solutions to achieve and reach its goals. This bill will introduce the solution, among the other possibilities, that will give the higher degree of employment increase. The public Administrator could make decisions, knowing how much employment those decisions will create (today this is still not impossible to know).
With a law like that it would be possible, for example, the valuation of the costs of one place of employment that will be created by the Region-Council bill we have told before. So we might also know how many employment places could be created in alternative sectors, at the same investment.

The bill have two goals:
to reorganize and to reform the reclamation service, at the moment these are managed by several bonification syndicates, reserved to the Province (that can br delegated to Mountain Comunities) the total management of tasks and interventions;
to regulate the taxing system: at the moment, in the cities that have public sewerages, there's an unjustified tax of real estates that hung over the head of the house owners.
