In order to maintain complete self sufficiency and further facilitate engagement for all classes of men and women, the city centers will be intimately united with farm projects like, for example, the Varnasrama Village, which will be established in New Vrndavana, on a tract of land called New Ramesvara, in the formerly proposed, nay envisioned, City of God, adjacent to a future establishment, herein referred to as the Rama-Rajya Mandir. While traveling here and there incognito, I have met many "hippies," who will be more than happy to perform the function of farming for Krsna [God] and the community at large. They are the gopis and gopas of our society.

Srila Prabhupada has instructed us to make divisions in society. He has given a very easy formula. He has also made a distinction between that which is difficult to establish and that, which is "very easy" and has ordered that the easy path be followed. We are not concerned with any aspect of the system which is too difficult to establish in this age, but rather only with the order of guru, sastra and sadhu. So, let's do it! or rather, as stated previously, simply become instruments in the fight.

Obviously, the following quote you were referring to, is not applicable to what I am proposing.

Srimad-Bhagavatam [Canto 7, Ch. 13 TEXT 8]

PURPORT

Sannyasis sometimes indulge in material opulence by unnecessarily constructing many temples and monasteries, but actually such endeavors should be avoided. Temples and monasteries should be constructed for the preaching of spiritual consciousness or Krsna consciousness, not to provide free hotels for persons who are useful for neither material nor spiritual purposes. Temples and monasteries should be strictly off limits to worthless clubs of crazy men. In the Krsna consciousness movement we welcome everyone who agrees at least to follow the movements regulative principles - no illicit sex, no intoxication, no meat eating and no gambling. In the temples and monasteries gatherings of unnecessary, rejected lazy fellows should be strictly disallowed. The temples and monasteries should be used exclusively by devotees who are serious about spiritual advancement in Krsna consciousness. Srila Visvanatha Cakravarti Thakura explains the word arambhan as meaning mathadi-vyaparan, which means "attempts to construct temples and monasteries." The first business of the sannyasi is to preach Krsna consciousness but if by the grace of Krsna, facilities are available, then he may construct temples and monasteries to give shelter to the serious students of Krsna consciousness. Otherwise such temples and monasteries are not needed.
