The Other Rules
(including a one -web- page version of the game by David Okum, John
Williamson's great idea for using playing cards, snowday panels, excepts
from the 1995/96 ashcan editions, the rogue's gallery and other goodies)
Panels is neither the most innovative nor the most intriguing superhero RPG out there, but it's free and it works. If a few of these rules appeal to you, you may want to check out several of the some other fine superhero RPG systems out there. If you have the cash, you may also want to check out the Godlike rpg, a high-quality, professional game which shows far more concern for realism than this site will ever have. Also, although I haven't played it yet, the concept for the new Marvel Comics diceless superhero rpg sounds very good (and it uses the idea of turns as panels, too.)
